A Universidade Livre do Meio Ambiente foi fundada em 1991, no Dia Nacional do Meio Ambiente, na gestão do então prefeito de Curitiba Jaime Lerner. A Universidade foi criada inicialmente como uma unidade da Prefeitura Municipal destinada e disseminar práticas, conhecimentos e experiências relacionadas às questões ambientais, discutindo os problemas e as soluções relacionadas ao crescimento desordenado das cidades. Nesse período, a sede da Universidade funcionou provisoriamente no Bosque Gutierrez até a construção das instalações do Bosque Zaninelli, onde a instituição encontra-se até hoje instalada.
