位於屏東市台糖廠區內的屏東舊紙廠的誕生，起因為民國56年國民軍政府建議當時的台糖利用甘蔗渣製作紙漿，提高甘蔗的附加價值及營業收入，同時提高國內的製紙技術水準，就這樣歷經十年的設置及建廠，終於在1976年屏東舊紙廠誕生了，並在1977年9月正式成立屏東紙漿廠。
